• Establishing a planning approach
• Using audit criteria for plan development
• Planning major intervention for change
• Integrating staff development into plans for change

• Using performance driven budgeting
• Establishing the relationship between planning and budgeting

Day 4: Support Services

• Developing long-range facility planning expectations
• Using audit criteria to observe facilities
• Establishing service design and delivering evaluation approaches
